Should we bring in a draft lottery to determine who gets the number one pick in future entry drafts?
This would be the system:
Last overall - 50% chance at first pick 2nd last - 20% 3rd last - 15% 4th last - 10% 5th last - 5%
So basically I'd put 20 numbers in a hat. Last place team gets 10, next gets 4, then 3, 2 and 1. Whichever gets drawn gets the first pick and whoever they jump gets bumped down one slot.
Please vote on this.

I would maybe make it only 35% chance for last, going down from there, more even.

I like it at 50% - in the NHL it's something like 48%. If you're last I think a 50/50 chance at first overall is fair, with no chance of dropping down any lower than 2nd.

For what it's worth, this is what I do in my leagues:
1) I write out the numbers 1-36 on a word file 2) I assign each lottery team a number of slots from 8 to 1 in reverse order of their finish. IE, the last place team gets 8 slots, thew second last team gets 7 slots etc until the 8th last team gets 1 slot. 3) I then randomly distribute the slots among the numbers 1-36 4) I then get 2 GMs to help me do the lottery. 1 GM is the number picker, the other GM is the witness. ( All Gms are encouraged to attend as we do this over MSN) The witness gets a copy of the the 1-36 file with the randomly assigned teams. The picker doesn't 5) The picker randomly picks a number for the first overall pick in the lottery. NO TEAM CAN MOVE UP OR DOWN MORE THAN 3 SPOTS IN THIS PROCESS. (IR the worst the worst team can do is pick 4th and that is not likely given the amount of chits he has in the 1-36 file.
I don't know the exact percentages but it has worked in my league for years

We could do someting like that for ours, but 20 numbers instead:
last place - 10 of them second last - 4 third last - 3 fourth last - 2 fifth last - 1
I'd like to build the intensity instead and pick 19 numbers first to leave the one remaining one... like the Sidney Crosby lottery on TSN in 2005. haha

The problem with doing it 5th overall to 1st overall of course is what happens when you pick the last place team number 1st which is highly likely in your scenario of giving ther last place team 10 numbers. Oh and BTW, with this method, when a teams number gets picked, all of that teams numbers get removed from the process so they don't get picked twice.

Well, you'd have to reverse it to do it that way, is all. Last place would only have 1 number, first would have 10, etc. Anyway, looking forward to the lotto approach this year, it'll be fun. Although it'll be more interesting after 2010 when more than 2 teams actually own their 1st rounders.
